Charles spent five years in the Air Force at March AFB and Los Angeles Air Force Station before moving to Ohio in 1987. After working for two Information Technology companies, Charles started his first business in 1991 employing 90 people before selling the business in 1998 to a private party. He, and two partners, started a second business in 1999, employing 150 people, before selling the business to Kratos, a publicly traded company in 2002.
Charles founded the first organized Angel Investment Fund in Dayton, Ohio, where he and nine other members invested in eight startup companies. Two years later, Charles was one of the founding members of the first Ohio Tech Angel Fund; a family of Angel funds now in their fifth fund with 300+ participating angel investors investing more than $33 million dollars in startup businesses. Before moving to Wyoming in 2006, Charles was the CEO of the Center of Innovation for Advance Data Management, Analysis, and Visualization, a public-private partnership between 38 private IT companies, five universities, State of Ohio, and Wright Patterson AFB with the sole mission of moving leading edge technologies into the marketplace through startups, business expansion, and recruitment of new businesses.
Charles served on multiple boards including the Governor’s Small Business Council, Greater Dayton Information Technology Alliance (GDITA), Workforce Policy Board, Technology Entrepreneur Center, and the Center of Innovation.
Vice-President of Business Development (Energy & Manufacturing)
Riata Little is the Vice President of Business Development for the Casper Area Economic Development Alliance (CAEDA/Forward Casper). She targets local expansion as well as outside recruitment of companies, with an emphasis on the Energy and Manufacturing industries.
Riata is a Wyoming native and was born and raised on her family ranch in Leiter, Wyoming. Riata is a graduate of the University of Wyoming and holds a Bachelor of Science degree in Agricultural Communications with a concentration in Farm & Ranch Management and a minor in History. During college, she worked in the University’s Accounts Payable office where she input and filed IDRs and travel vouchers. In the summer of 2010, she worked on the Matt Mead for Governor campaign, running the Farson, Wyoming office and assisted with campaign events throughout the western side of Wyoming. After college, she was the Editor-in-Chief of Tri-State Livestock News in Belle Fourche, South Dakota. In 2014, she moved to Casper where she spent three years working for US Senator John Barrasso as a Field Representative.
Riata loves the Casper area and community and is proud to call Casper home. Outside of work, Riata enjoys an active lifestyle; snowboarding, cross-country skiing, hiking and mountain biking on Casper Mountain, paddle boarding the North Platte River, as well as, boating or sailing at Alcova Reservoir in the summer. She currently serves on the Wyoming Women in Ag board and is active with the Daniels Fund scholarship program as an alumnus.
Vice-President of Business Development (Medical, Finance, & Technology)
Sabrina Foreman is the Vice President of Business Development for the Medical, Finance and Technology industries. She targets local expansion as well as outside recruitment within those target industries.
Sabrina joined the Air Force after high school and became a C-130 Loadmaster, delivering supplies, vehicles and materials all over the world. During this time, she earned her Associate degree in Aviation Operations. After eight years of military service, she moved back to her home state of Ohio where she earned her Bachelors of Science degree in Business Administration and her MBA from Kaplan University, while working as an HVAC service technician in her family’s business. Sabrina worked briefly as the Business Office Manager at an assisted living facility in Cincinnati. When Sabrina visited Wyoming with her family a few years ago, they decided a vacation was too short so they planned a permanent move to Casper. After moving to Casper, she was the Operations Manager/CFO at a plumbing and HVAC company prior to joining the CAEDA team. Sabrina is very excited to call Casper and Wyoming home. She enjoys adventuring through Wyoming where she can fish, camp, hike and ride her horse. She loves going on new challenging adventures and discovering uncharted territory.
Cary’e (“Ka-Ree”) Parsons recently joined the CAEDA/Forward Casper Team as Operations Manager. She has the responsibility of business continuity and customer service and works closely with the CAEDA Team and Board Members to ensure projects and events are successful.
As a child Cary’e lived in many different states including Texas, Alabama, Oklahoma, Arizona and Iowa before finally making Wyoming her permanent home for the past 10 years. Cary’e is a graduate of Glenrock High School and Casper College where she earned an Associate’s Degree in Criminal Justice along with a minor in Business Management. Cary’e has spent much of her professional career in the Hospitality Industry serving as Operations Manager and ultimately General Manager of hotels. She went on to become the Regional Manager for Brookstone Lodge. Cary’e has experience in Bookkeeping, Staff Management, Financial Management, and Event Coordination and holds Microsoft software certificates.
